PCs can be heirs to a kingdom or royalty, just not the ruler at the start. Any house without an explicitly named lord in the open kingdoms will be available for lordly PCs. Seconds can be unaligned or mercenary if desired, and players may make unlimited numbers of NPCs to RP with other players. PCs who want an heir will have to PM me first so we can allocate kingdoms accordingly, lords and non-heir PCs can just make them once we open the kingdoms.
